1st thing - develop a unique selling proposition (something that causes someone to take immediate action on an offer of yours - like 3 days or free cleaning or 75% of the first month or something)

2nd - Develop cheap methods of getting this USP out to the masses. Print out and copy a page (letter size) of coupons with your offer and hand them directly to whoever your target customers are (residential or commercial) if you can get 6 coupons per page and make 200 copies if copies are only 10cents per - thats $20.00 for 1200 coupons - If you just get a 1/2% return thats 6 clients

3rd - Look for online methods to distribute your USP to your local areas. There are dozens of Groupon knockoffs that offering online coupon marketing - find one in your area.

Hi Amy,
Craig's List, Chamber of Commerce, read Guerrilla Marketing, partner up with a good window and pressure cleaner and become full service...so you can advertise that. Google...new business forums. Go to condo association building manager meetings in your area and become an affiliate...hope some of this helps.
