Looking for Business Partner for an IT Consulting Service Business

I'm looking for someone who can write IT proposals and contracts. Open minded sees the big picture. Someone who has IT experience network infrastructure. With experience with Microsoft, Cisco, VMware. I'm looking to convert my IT consulting business into a managed service provider. So it will be great if someone has used this approach before.
