Wayne,
The short answer is you will need a business plan to help guide you in your startup. I suggest you go to www.score.org and click on business tools, then click on template gallery and finally you will see Business Plan for start up businesses. It would be good to review that document to see what is involved. A source for completed business plans is http://www.bplans.com/samples/sba.cfm. In the professional service tab near the bottom there is a plan for a general freight trucking firm. Look that over to see what they felt were the major steps involved.
Lastly, I do not know if SCORE counselors can assist Canadian clients but it is worth a try. Go to the SCORE site and click on search by industry. They have a tab for truck transportation. I checked and there are several counselors with the kind of experience you seem to need. Select one you like and ask them your questions once you have reviewed the material above.
SCORE is a volunteer organization so the services are free.
