where can a 61 year old go to find a job in the food industry?
He can be a consultant, he had his own restaurant for 30 years
and has also been in the cattering field.

Karen. You outlined consulting but that is not likely to be a regular "job." Have you and your friend considered part-time manager? An owner might not need a full time manager, but a part time person to give him or her some time off, combined with the consulting & operations background could be beneficial for all parties.
You could also look at restaurants for sale for this part time management/ consulting service. This would allow him to come in and improve the business as it is being sold as well as provide a transition between old and new management. If you take this path, I am happy to help with additional suggestions that he can make to the new owners that will help solidify your friend as a value-added proposition
