I am a SCORE counselor in Delaware. If you have not already done so I would recommend that you set up an LLC corporation to limit your liabilities. That can be done online in Delawrae at Delaware.gov. You can do it yourself for $75.
If you need any other help I suggest that you contact your local SCORE office in Washington

Melissa, Ron gave you a good answer. I have another suggestion.
There is a company online called "Business Licenses". You enter your zip code and business code and they will tell you ALL the permits and licenses you need.
Have you opened your spa yet?? Do you have a business name??
Have you received a Federal I D Number??
Have you developed a business plan that I can read. SCORE can help you.

Hi Melissa, I’m not familiar with licensing in DC, however I have two suggestions:
1) Google “DC business registration” and you will find a link to District of Columbia Consumer and Regulatory Affairs. There seems to be lots of info and online registration here. You may also need to check the website for the Health Department regarding additional spa requirements.
2)Call the Washington DC office of SCORE and make an appointment for a FREE business counseling appointment. The SCORE Counselor should be able to advise you about licensing needs and review other issues associated with starting a new business. The number is (202) 272-0390
