how do i get the funds ? who do i go to for information?

Hi Wanda,
Below is a list of starting places to explore for funds. BUT first before you set up your own NGO consider contacting the many existing ones with similar services or who serve similar target market. If you can become a branch, location or some legal entity of an existing NGO, not only will you save considerably on admin cost, set up costs and on going legal bills but you can leverage the name or organization name equity to demonstrate a quality of service. Considering a target for NGO's is under 20% admin, marketing cost and operating costs, combining or joining an existing organization can go a long way to meeting your goals.
The Federal government website for grants is www.grants.gov - it has a searchable data base
Foundation is http://www.foundationcenter.org/
Additionally you can explore for organizaations like yours at either http://www.charitynavigator.org/ or http://www2.guidestar.org/
