Sometime people have to walk a long distance just to get to the bus stop in there area. I would like to target transportation for these people. It maybe raining, cold or hot weather, carrying packages or even traveling with small children.

First You need to know exact routes you will take and drop to (sort of like a bus service). Are you looking to be like a cab service, but only to bus stops? I would look at the costs and the ROI. Hypothetically, will it make sense to drop people just to the bus stops? The cost of insurance for transportation is extremely expensive.
