we want to build a commercial kitchen on our property in honoka'a hawaii. we have 5 acres and we are in zone 5 agriculture.

Only the locality where you wish to locate your food business can tell you whether you can have it where you want!
In order to legally operate a commercial kitichen in Hawaii, you should complete and submit a State of Hawaii business registration form. You can get one at any county office, or online on the State of Hawaii Department of Commerce's business registration website (link in Resources section below).
After you've completed that application and sent it in, the State of Hawaii will notify you of any additional forms or permits that you need to complete..However, you can get the "jump" on them by downloading the Commercial kitchen regulations, licensing forms and permits can be downloaded from the State of Hawaii's Department of Business, Economic Development and Tourism.
