While there are lots of effective ways to drive traffic, with the budget you mention, I would suggest using Social Media tools and sites to drive people to your product and build awareness. Generating word of mouth traffic and brand awareness is often the first step.

Have you tried experimenting with a blog that talks about topics specifc to your audiences' interests? That might be a really powerful tool.
