I need to know which is better to use a newsletter or a website to promote your business

That depends on what you sell. If your business is selling products and it's primarily transaction-based, then a Web site is "better." However, if your business is relationship-based where it's key to build repeat business from your clients, than you definitely need both. The Web site will provide general information and / or a location for customers to "buy" but the newsletter will help to keep your business on customers' minds. NOTE: If you send a newsletter, it should be directly valuable to the customer and provide a secondary benefit of additional sales for you.
