Robert,

PA has Community Block grants give to communities; it is narrowly defined as it how those funds are used. AND most communities have longer range plans for those funds. Contact your local officials on what they are using your areas Community Block grants for. I know in Pittsburgh they have focused the funds in specific neighborhoods and more on getting commerce moving, store fronts up and running creating jobs in construction and then retail/restaurants.

AND as expected the money has gotten tighter so the grant funds are smaller.
There is a new website for PA's use of the Recovery act that may be of interest. See
http://www.newpa.com/index.aspx

For example see Delaware County's use of Block Grants:
http://www.co.delaware.pa.us/hcd/cdbg.html
Search Community Block Grants and your county's name to learn more.

Plus HUD has grants - again for narrowly defined use. See
http://portal.hud.gov/portal/page/portal/HUD/i_want_to/apply_for_a_grant

Lastly there are some special interest grants: Pepsi has a great program out now. Eveyone can apply see /www.refresheverything.com/
and there may be a foundation out there that can help
http://www.foundations.org/
http://www.fundsnetservices.com/

Hope in all of this you find help
