Does business located in Philadelphia,PA need Philadelphia city license , even if it's consulting business , serving mainly clients outside Philadelphia

Business Licenses are typically determined by the HQ location of your business. If that is Phila, then YES, you do need a license. They will also require you to pay business privilege tax, a common tax in PA. I have yet to find a town or city in PA that does not require this.
