This client is forming an internet design business - they would like to be an LLC - that is US based - one of the partners is not a US citizen - is this a legal problem - do all members of the LLC have to be US citizens??

Members of S-Corps and LLCs can be non US citizens in Delaware and Texas (personal experience). Double check with the Secretary of State in the state in which your client wishes to register. The bigger issue is the potential tax ramifications. If the non US citizen doesn't file a return, the income from the company must be reported (most likely on a schedule c of the US citizen).
