I would like to attach a rope to a sanding block. Is it possible to purchase the blocks in bulk, modify them and then resell under my name

I don't see any issues with buying blocks in bulk and modifying and reselling them. You may want to discuss your idea with the vendor - they may be interested in helping you or giving you a discount to expand their sales (buying at wholesale prices).
If your solution is unique - consult with a lawyer to protect your ideas and intellectual property.
Be sure to write a short business plan to help ensure that you have thought it through and understand the risks - and the rewards.

Well, you need to go to the manufacturer first, get their expertise on this idea for modification. When you alter a product manufactured TM or Copyrighted by someone else, you may run into some legal ramifications. I would aproach the MF, get them to sign a non compete, confidentialty agreement, then discuss your idea. Find out how you could modify it without voiding any warranty's. Doing a business plan and having a few drawings depicting several ideas will help in organizing the product into a concept that may be profitable. I would also consult with a patent attorney to get their views on the deal also. Thanks.
