What is best way to utilize my 4 kids in family vending business w/o making them "employees" per the Dept.of Labor&Industries.

We run a small ice cream vending business in WA utilizing all family members which includes our kids ages 10, 12, 13, 20. The business is currently set up as a Sole Proprietor between my wife and myself. The Dept of L&I just contacted us regarding employment of our kids. The trouble of "employing" kids under 14 is rediculous.

Can the kids be made partners/owners in the business by becoming an LLC and then not having to meet the requirements of "employees"?
