I think it all depends on what kind of features you want and how extensive the app will be. Check around with local interactive agencies; you can probably get a few bids from them all to compare and see what each will offer. I'm not sure if there is a specific price range as like I mentioned, it will depend on what features you want to have.

If you pitched it at 99Designs.com it would run you about $700 for just the design. A local shop would be an order of magnitude more, but they would spend much more time working with you on the concept and, and may even have some information architects work on it.
