You can build one fairly cheap that way but local laws may not allow you to operate legally out. The seafood business is highly regulated and one must do plenty of research prior to even considering investment in such a sector. Not only does each city in which you operate have special permits, but the county, state, and federal government has special permits and licenses in order to operate in this sector as well.
You will have to meet specific requirements of the permits which will require lots of initial capital investment before even seeing one drop of revenue stream.
I have about 15 permits on the wholesale end of the business and if I were to expand into the retail side it would require about 10 or more licenses and permits. That doesn't even include if I wanted to sell the seafood cooked or export the seafood. Shrimp is most assuredly the most under-regulated seafood product and I would recommend this as the most easily permit-able product to employ into a retail operation.
