Wow--this is a great question. Local government expenses, such as how much gasoline the municipality purchased for a given period, would be estimated in its budget and recorded in year-end reporting to the city manager and/or city council. It's probably going to take a request under the Freedom of Information Act to each city to get the information.

Know that cities aren't required to be helpful, and tend to read them literally, so word your request carefully.
