The place to start is which your State Board of Education to understand that regulations you need to meet. As well as other agencies that help at risk children.

Start here: http://www.cde.ca.gov/index.asp

You may wish to dig to see articles in that website like this one:
http://www.cde.ca.gov/sp/hs/cy/
or
http://www.cde.ca.gov/sp/eo/hh/
plus some Grant articles like
http://www.cde.ca.gov/sp/hs/mv/

Gather the tough foundation information you need to determine IF you will be able to fulfill this new business idea, then begin again with all the FACTS on starting a business including a complete competitive analysis of what programs or other sources are providing this same service now - in CA or as role models in other States.

Take a look at www.bplans.com and read the level of detail you will need simply as a business. check out sample plans for daycare centers or similar then overlay the unique challenges CA says you will need for this unique business.

After you have gathered your information know what SCORE can help with free business counseling. See www.score.org and use the Find SCORE option to local your local Chapter. Consider taking one of their workshop on the basics of starting your own business.
