Is affiliate the same as partnership?

i need funding and want to know how to go about an affiliate program and is that the same as a partnership?

I am not an attorney, but my understanding is this:
An affiliate has two non-profits corporations, one of which can elect the board members of the other non-profit or the same board members serve on both (it has more clout than the other). Girl Scouts of America has many affiliates called "councils".

A partnership of a non-profit does not seem to have any required legal criteria, but is an informal partnership between two entities to accomplish a common goal.

May I ask why this is pertinent to funding?
