Searching for business consultants & partners. I'm starting an online retail biz but I'm not aware people i need on my team to begin. help

I'm aware that I may need a Angel investor which would be considered a partner but I'm not aware of how and where I would go to find a business partner that would to complement your strengths. I have a clear idea of the business I intend to start but I'm clear on the people that I would need (or would be best)to begin with. Also, where and how would I go about finding a business consultant?
