What it takes to hire the best sales people?

Sometime in the future I will be hiring a sales staff to sell television airtime, (ad spots.) I do have certain salaries and commissions in mind to offer, but I don't know if it is enough to attract the best and most aggressive sales people. (Commissions will be in the neighborhood of 15% for each ad sold.) Do they generally demand a base salary plus commission, or strictly commission only?

I know most television channels use media buyers and agencies, but as a new channel, I will most likely need to start out making direct client sales. Please tell me how I might fare. *No solicitations please.

Money is always a strong motivator. Either a BIG commission + bonus for performance or a basic salary + commission, or all three. Just an idea.
