Have a Great Concept, Experienced Management Team, I need a Web Programmer and $$$ where do i start??

I specifically need to build algorithims for this particular idea/website to work? As well as a high security like that of a financial institution. I am in need of an angel to truly build this out What should I start with?

I built from scratch a paypal like company in Mexico, which is still in bussiness and its not solely virtual based now as it has evolved to nonvirtual transactions. I also built every aspect of its nonvirtual infrastructure. Such company demands financial level systems and operations. So no problem there i could help. You still need to get financed.
