Database Software Pro/Architect

I am a 13 year Healthcare Industry veteran. I've conceived a novel means for helping physicians and healthcare providers negotiate reimbursement rates with private/commercial payers. I am looking for a database software professional to build the straightforward, rules-based database required to turn the concept into a market-disrupting product.

Specifically, I am looking for someone with experience building a database and software for a Web application. I believe I've defined the parameters well, but your experience will add insight to what's needed.
